The Philippines has increased population coverage for social health insurance (PhilHealth) to an unprecented high of 88% over the last 5 years. (In 2017, this figure has risen to 92%). However, out-of-pocket expenses remain high at 57% (in contrast for example to Thailand's 11%). But is the Philippines on the verge of a "health financing transition" where OOP levels are expected to fall?
